1. Introduction In the early 2000s, Philippine cinema saw a resurgence of soft-core erotic films driven by the rise of VCD (Video CD) culture and lax regulatory enforcement. Among the most infamous was “Balak” (released as Balahibong Pusa in 2002), directed by Carlos S. Tiqui. The film became synonymous with the colloquial term “balak-palak” — street slang for sexual intercourse — and pushed the boundaries of what was permissible under the Movie and Television Review and Classification Board (MTRCB).
