The M3U8 file, an extension of the basic M3U playlist format encoded in UTF-8, serves as a fundamental indexing mechanism for HTTP Live Streaming (HLS), the dominant protocol for IPTV delivery. This paper examines the structure, function, and operational role of M3U8 files within IPTV ecosystems. It analyzes how these playlists enable adaptive bitrate streaming, content segmentation, and live event handling. Furthermore, the paper discusses the technical advantages, security considerations, and current limitations of relying on M3U8 files for large-scale IPTV services.
